As the Dutch government considers its citizens and all other stakeholders to have specific responsibilities in implementing environmental policies, everyone has a responsibility to reduce the burden on the environment. Financial support for citizens' initiatives in developing countries and in CEE countries comes mainly from the special environmental programme of DGIS. VROM's department of International Environmental Affairs has very few funds for NGOs' environmental activities.
