1.1 Introduction to the relevant ministries

Several Dutch ministries are involved with the issues of the development and environment. The Ministry of Foreign Affairs (BUZA), and in particular the Directorate General for International Cooperation (DGIS) within this Ministry, is the main authority on development issues. The Ministry of Spatial Planning, Housing and the Environment (VROM) is the most important department on environment matters.

Three other ministries play a substantial role regarding certain environment and development issues: the Ministry of Economic Affairs (EZ), the Ministry of Agriculture, Nature and Food Quality (LNV), and the Ministry of Transport, Public Works and Water Management (V&W). Regarding certain development issues the Ministry of Education, Culture & Science (OCW) and the Ministry of Defence are also involved. The Ministry of Finance has a special position in relation to the other ministries, since it safeguards all the ministerial budgets. Moreover it plays an important role with regard to International Financial Institutions and Debt Issues. Finally there is the Ministry of the Interior and Kingdom Relations (BZK), which coordinates the (development) cooperation with Aruba and the Netherlands Antilles.
